Ms. Fu Mei Cheung (Executive Director)

Fu Mei oversees the organization by working closely with the board to maintain SWAN’s mission and vision. With the deep responsibility of ensuring consistent high-quality processes for New York City’s largest most academically enriching Chinese immersion programs. Fu Mei has over 15 years of operations experience and expertise in program development, evaluation and management, and organizational planning. Fu Mei’s abilities are leveraged by her strong history and experience with Chinese American communities and organizations. Her experience also spans both non-profit and private sectors, including her experience as Youth Program Director for the Boston Chinatown Neighborhood Center, and Vice President of Operations for Boston-based Lucky River Transportation company where she managed a fleet of 21 buses and a staff of 72. Before working at SWAN, Fu Mei received distinguish recognition from the Greater Boston Arc in working with Kids of All Learning Abilities Award. Fu Mei’s professional interest lies in working with impactful Chinese American Non-Profit Organizations.

Fu Mei earned her Bachelor of Arts in Psychology at Boston University in Massachusetts, and is fluent in English, Mandarin and Cantonese.


Mr. Ji-Jeng Fang (Educational Director)

Ji-Jeng Fang is responsible for overseeing SWAN’s teaching staff of over 30 teachers and teacher assistants. Mr. Fang is also responsible for curriculum development, staff training and daily teaching operations for SWAN students (Pre-K–8th Grade).  Mr. Ji-Jeng Fang has been with SWAN since 2004 and been managing its education development since 2005.  Before then he was the Acting Chair of the Department of Early Childhood Care and Education at Kun Shan University of Technology in Taiwan.  Mr. Fang has over 21 years of professional experience in early childhood education.  He has received over 12 fellowships and awards for his research and teaching excellence, including the A. Harry Passow Fellowship award in 2004.

Mr. Fang earned his Education Doctorate in Curriculum and Teaching from Teachers College at Columbia University; his Ph.D. in Education at National Kaohsiung Normal University in Taiwan; his Masters in Elementary Education from National Pingtung Teachers College in Taiwan; and his Diploma in Education from Taiwan Provincial Pingtung Teachers’ College in Taiwan.  Mr. Fang is fluent in English and Mandarin.


Ms. Helene Barsky (Preschool Director)

Ms. Barksy began working as the SWAN Preschool Directory since August 2018. Ms. Barsky is responsible for overseeing SWaN’s Pre-K Teaching staff and teaching assistants of more than 10 individuals. Before joining SWAN, she was a teacher in two Long Island Hebrew schools, in addition to being a Teaching Assistant at the Bellmore Schools where she worked closely with a visually impaired student. Ms. Barksy has over 10 years of professional experience working with children, and over 8 years specifically with early childhood education.

Ms. Barsky earned her Education Degree from Dowling College, in Oakdale, N.Y., earning her Masters in Elementary Education and her Childhood Certification from New York State. Additionally, she is also certified in Special Needs Birth – 2nd Grade (Touro College, Bayshore, N.Y.).


Ms. Ming-Yi Chuang Smith (Communications & Gifts Director)

Ming-Yi works with the Executive Director to develop and implement overall marketing and branding strategy for the three programs within the SWAN school.  Her responsibilities also include developing various fundraising events to increase the SWAN endowment for scholarships and future expansion plans.

Ming-Yi brings with her over 10 years of project management experience at the Federal Reserve Bank of New York.  Prior to joining SWAN, Ming-Yi spent some time off to raise her children to be bilingual (English and Mandarin).  She is excited to be part of the SWAN family in promoting Mandarin language learning.

Ming-Yi moved to the U.S. from Taiwan at the age of 13-year-old and is fluent in both English and Mandarin.  Ming-Yi has a Master’s degree in Economics from New York University and a Bachelor’s degree in Economics and Music from Barnard College, Columbia University.


Ms. Janet Xingci Li (Human Resource Specialist)

Janet assists the Executive Director to support the day-to-day operations. In addition, Janet is responsible for Human Resource Management; develop, maintain and update program policies, hiring process, employee records and conduct newly hired orientation.

Janet is working on obtaining a Bachelor’s degree in Child Education.



Shuang Wen Academy Network (SWAN) helps students from varied social, economic and ethnic backgrounds develop proficiency in Mandarin Chinese, and acquire a greater understanding of Chinese culture, so they can become better global citizens in an increasingly competitive and demanding international environment.
